Pretreatment sequence unconfirmed
Original design basis: Enhanced coagulation, concrete flocculation basins, PAC adsorption, membrane filtration (2008 pilot recommendation). The 2022 fifth-train proposal describes it as “Limited - seasonal use of Powdered Activated Carbon”. Inconsistent with original design narrative; verify actual current pretreatment sequence against the plant P&ID before relying on either description.

    Do not treat 32 MLD as Newell's demonstrated plant capacity - it is the theoretical membrane capacity implied by Pall's later 8-MLD/rack design basis; April 2026 data shows the plant operating materially below that flux

    Three distinct envelopes apply and should not be conflated: physical (4 racks/400 modules/~20,000 m2), Pall design (~32-40 MLD theoretical), and observed operating (4-6 MLD/rack, April 2026)

    Before using 32 or 40 MLD for an expansion, hydraulic guarantee, or capacity study: confirm ratings of common feed pumps, feed strainers, RF pumps/tank, compressed-air system, CIP system, clearwell hydraulics, and discharge piping - Pall did not review these when quoting the 40 MLD theoretical figure

    Verify the current chemical pretreatment sequence against the P&ID - the 2022 proposal's 'limited/seasonal PAC' description does not fully match the original enhanced-coagulation narrative

  5. 05

    Next logical analysis: build a Newell membrane performance curve (flux vs. TMP, permeability/TCF per filtration cycle, RF frequency, recovery, extrapolated rack capacity) using the April 2026 Rack 1 dataset, compared directly against the Pall design point
